Hi Ken, I had a very rusty motorcycle tank - got the rough stuff out with some pieces of chain and shaking it around - then used a gas tank liner apoxy that sealed everything up - absolutely no rust over 2 years since I did it. Forgot the brand of the apoxy liner but you could probably find something similar online. I think you could do the same and fix the vanagon tank.
