Actually, if anything, it sounds a bit high. Vanagon CV bolts are M8, either metric grade 10.9 or 12.9. For such bolts, standard torque tables call for 24-29 ft-lb, although some go up to 33.

The important thing is to use the Schnorr lock washers. The common split type ones simply won't work. http://www.schnorr.com/docs/safetywashers.pdf
