I have one of Dennis Haynes' hitches on my 90 Syncro Westy. Very nice unit. His design has the cross member below the bumper. I had Dennis embed my receiver into the cross member to increase ground clearance.

I also note that Burley has a hitch with the cross member inside the bumper, kinda like the old SA unit providing even more ground clearance, but with a 2" receiver instead of a pintle plate. Very intriguing.
