hi , common failure actually. has nothing to do with the instrument cluster T14 main plug.

'usually' it's the ignition switch. One could/should always have a spare new or known-good used ignition switch. it's very easy to remove the steering column lower cover.. remove the plug from the back of the ignition switch that's installed, and plug in your spare ign switch.

it's a matter of the ignition switch being the source for the voltage for the light switch. That source is bypassed when you pull on the high beam stalk to flash the high beams. that works off 'anytime' voltage.

less likely to be the headlight switch or any grounds .. it's usually the ignition switch ..very common failure. and really .. should always have a spare one of those in the parts kit under the back seat or wherever.. you don't even have to really install it completely to rescue yourself or get lights working again .........until you can find time to install it correctly and completely. ( steering wheel off for that one ) .
