Not saying your test was wrong, but if the wires are long enough..... Swap another plug wire with #4 wire? Did you try Mike S suggestion re FI? If you suspect a bad FI, maybe a nearby lister has a used known good one you could swap in to test? IIRC there's a bolt holding down each pair of FI's. If the bolt looks super corroded, be careful.
