You don't need a special tool.  A socket works fine.  I think it is 19 mm, but don't remember for sure.  Maybe the nut on your spare tire holder is worn.  Get some penetrating oil, and a wrench that fits.  With a wrench that fits, use a cheater bar if need be.

If the nut has not been removed in over ten years, then I doubt that the spare tire it retains is worth mounting.  It is likely to be dangerous to use.
