Those are the horseshoe clips that hold the hand brake lever to the brake shoe.

Can anyone identify the part shown in the link below?  I am referring to the
flat circlip/alignment-shim-looking parts to the left of the cotter pins.  It
came with a box of late model old stock parts I just bought.
