Ten seconds means the capacitor in the gauge is on the way out. Probably on very humid or foggy days it will run much longer (or if it's that way now, on dry days shorter) until the gauge warms up internally from the heat of the gauge element. But it's trying to tell you that it has died and just hasn't fallen over yet.
