Scott, David:

Thanks, guys. I do have a tach on the dash and it reads well below 1,000 rpm, but it's a cheap VDO. I'll hook up another this weekend (weather's a bit grotty right now) and see what it says.

I want to emphasize that the hunting first appeared a couple years ago, that the hunting is sporadic but occurring more frequently now, and it occurs whether or not the idle stab thingy is connected or bypassed.

Anyone got a loaner idle stab for the 1.9L that I can borry for a couple weeks?

I will check the throttle switches. Last time I checked was five years ago when I was sorting out some other problem, had the "no throttle" switch wired to an LED up on the dash and the switch was working perfectly then. I can wait until the idle starts hunting again and pop the engine compartment lid and see if the switch is closed.
