Scam it may actually be, but at that price it is approaching reasonable for the rust, the low (and possbily worse) rear tire, the patched tank cabinet and the missing driver's seat armrest.  All of these could be indicative of much worse overall condition.  Look at the corrosion in the engine photo.  When I was looking for a Westy I expected to find one much like this in that price range.

A Westy like that on Craigslist at that price, the first thing I think of is SCAM.
