Replace the fuse with a stoplight bulb or better yet a 65-watt headlight bulb, then use a sewing needle and your voltmeter on 200 mv range to follow the voltage around the circuits. The circuit where the voltage is decreasing as you go along is your baby, and when it drops to zero you've just passed the short circuit. Keep sniffing for smoke while you're doing this, that can be a clue as well - but the bulb will keep the current within what the circuit is supposed to be able to handle.
