To add to Dennis' post: Check the ground strap from the front of the
transmission to the chassis. I have brought many of a "bad" starter
back to life by replacing a worn, corroded tranny ground strap. If
you can't get a good ground through the tranny case, the starter will
work poorly.
In addition, every Volkswagen I own (and have owned) automatically
gets a hard start relay system (Bosch WR-1). I never have starter
problems after doing this.
