fwiw .. the famous Karl Mullendore ran a 1.9 TD with Quantum style exhaust manfold way back.. pre tdi era I believe for him .. he said the Quntum manifold ran with higher egt's ...

by 'pump pulley' .. I think you mean injection pump sprocket..

I beleive there have been pump sprocket alignment issues on a 1.9 block if not using the cast iron injection pump mounting bracket that 1.9's use .

in any case .. the alignment of the timing belt 'tracking' is critcal .. as well as *anything* to do with the timing belt.. if anything is not right .. precisely , exactly right ...like 'per factory stock' ... there's big risk.

some engines run better than others. two that I did in 2010 .. one was a 1.9 TD ABL code ...odd 1.9 .........it comes in a Eurovan European model .. was tricky to make a proper turbo exhaust flange for it ...but came out great. that engine .. perfectly timed, with a nice running JX injection pump on it .... and tested 1.6 TD injectors ..ran better, and had super strong throttle repsonse around 2,000 rpm .. ran better than almost any 1.9 TD I've ever driven in a vanagon.

another engine was a 1.9 NA .. with the proper 'real' 1.9 intake ports ..the D shaped ones.. with modified DV intake manifold to match those ports ..a matter of welding up, porting out, and resurfacing ... that engine runs a 1.6 TD pump ..with a good set of injectors .. and was freshly rebuilt ....that engine ran very strongly .. no 'turbo boost affect' of course .. but just runs real well with a 5 speed trans in an 83 DV.

most of the used 1.6 TD engines I've bought .. had been run pretty hard, fwiw.

and yes ....about used engines from some suppliers ..don't even get me started .. how hacked and shoved around looking some of them can be when you get them. One I got looked like it had been picked up with 5 other engines with a bucket laoder. .. like construction equipment type bucket loader. How they can send them out like that is beyond me.
