Both are readily available.
there are lots  of TD and TDI vanagon engine conversions already done, and
under way, and planned...
a lot of 'em.

bottom line on the  power/torque  thing ...
tdi's have more,
 and can be more complex than a basic TD, like a 1.6 TD or AAZ 1.9 TD.
