The only noise the relays should make is a nice reassuring little click. When you turn the key on (but don't crank) the fuel relay should click on for a couple seconds once or sometimes twice. Any chattering or arcing noises indicates bad ECU relay, maybe bad fuel relay, maybe bad ignition switch. If the fuel relay is buzzing it's probably the ECU relay. If the ECU relay is buzzing it's probably the ignition switch.
