I had similar symptoms last winter, replaced the fuel pump relay(s) with
short-lived results.  Real culprit was a loose/corroded ring terminal at
the alternator.  ECU was not getting 12v.  When I had the symptom I did
not hear the pump prime with the initial key position. 
Replaced/soldered ring terminal(s) at alternator and no problems (not
this one anyway) since. :)
