"Stiffer" is not a characteristic specific to gas shocks. The pressurized gas is there to keep oil foaming to a minimum, so the shocks maintain a more consistent ride, especially over rough roads.

A shock can be stiff (or soft) regardless of being gas charged - it's a matter of what the manufacturer chose for valving.
