Managed to route the new cable from the heater footwell flaps axle to the ventilation control panel without pulling the dash. Have discovered that the reason the old cable bent and came loose appears to be caused by something binding the axle that opens the flaps on the heater box. I would like to pull the heater cover plate to examine the flaps but can't figure out how. This is an AT westy and the heater cover plate is not attached to anything at the bottom, it appears to be only affixed to the underside of the dash somehow, but can't see well enough to see how.
