So why would one bother with headlight relays and bulbs that size and still go through the fuse box? 400 watts is almost 40 amps. 10 gauge is the wiring requirement for this load. The wiring upgrade needs to be considered all the way from the alternator.

Finally found the culprit. There were two blue wires, one from each of the relays tied to the high-beam switch that were tied together in a female connector, but that connector had partially melted and pulled off of the back of the fuse panel. It looked like it was connected, but it was displaced from the actual connection and jammed into an empty space between the other wires.

All four of the "high" powered wires from the relays went to somewhere on the back of the fuse panel. Couldn't tell where the yellow wires went.

The blue wires had fallen off of a single male connector, far left (left is left) on the fuse block, top of the center group.

Lights work. BTW, the high beams are 100W and the low beams are Bosch 9004 80/100W. And in the process of removing the kluge wire that got me home the other night, I destroyed two more of the white nylon headlight adjusters. On hold again until the adjuster set that I just ordered from Bus Depot arrives.
