  Scott suggested the need for some kind of lube on the horn ring
contact surface and the contact finger.  I asked the question to be sure
I could optimize the electrical connection.

They just make making the connection more certain and protect it (by coating non-contact surfaces) from corrosion, if I understand correctly.  They are only needed in the case of connections that may be exposed to the elements or perhaps to fluids and other corrosive agents, but not needed in such places as in the steering column, which are always dry and contain no fluids to damage the connections.
