Here in Alabama you can't even tag a vehicle with a salvage total. But you can convert the salvage title over to a rebuilt title by having the repair work inspected by the State. And once the rebuilt title is issued, it insurable just like any other vehicle, with no penalties because it's rebuilt.
I've bought several cars with rebuilt titles because the price is lower. And because the work has to be inspected there is little risk of serious problems related to the repair.

Not sure if all insurance companies do this, but when my car ( non-Vanagon) was "totalled' ( but still very driveable and safe) and got a salvage branded title, the insurance company said they won't offer any other type of insurance on it than liability.
