There are at least two different OEM 14" steel wheels for Vanagons:

211 601 027 H 5.5Jx14H1 ET39

251 601 027 6Jx14H2 ET30

I have a set of five of the 6" ET30 wheels on my '87 Syncro. ETKA lists these wheels only for the Syncro, never for 2WD vans. I don't know whether the Syncros came with a full set of steel wheels like this, or whether the steel wheel were sold only as a spare on vans that came with alloy wheels.
