Lisle automotice tools makes a smal diameter tubing bender that should work for you. Available at most old timey auto parts stores and not usually the chain stores. Also somtimes found in farm and feed stores like TSC or Mills Fleet Farm etc. or Theisens or Blaine's Farm and Fleet. NAPA might stock it Or Car Quest.
