There is no switch per se, but they have an "off" position -- fully counter-clockwise -- that shuts the lamps fully off. I opened one briefly to see how the connector attaches to the circuit board (it unplugs so you can pull it off to attach the wires then plug it back into the box) and they are more than simple rheostats within, they have additional parts and are more sophisticated than that.

The dimmer is rated for 8 amps, so it might be good for other types of loads although I don't know how it would fare if asked to drive a capacitive or inductive load.

The plastic cases are plenty sturdy, and the potentiometer has a nice "feel" to it. Quite a good deal at $12.
