Does anybody know what that ground wire attached to the coolant hoses on the passenger side just in front of the firewall goes to?

While doing a general tune-up in my van today, I pulled off the air cleaner and noticed a heavy guage wire haning from just in front of (front meaning front of van) the firewall where the coolant hoses are mounted. Is that to ground the starter or what? It seems to have been like that for a while.
Any thoughts?
