4 mm thick is 8-ga sheet metal by the Birmingham gauge, and between 8 ga and 9 ga by the steel gauge and galvanized sheet gauge. To an engineer it's definitely sheet metal.

Thickest gauge by steel guage is 3 ga, which weighs 10 lb per ft^2 and is .2392" thick. Generally speaking if you can stamp it in a press, it's sheet metal.
