At the very end it shows the same crash test twice, once with the dummies wearing seat belts and once without seat belts. The difference is, not surprisingly, tremendous - minor injuries versus certain death. I can't imagine anyone without a death wish not wearing their seatbelt after seeing that video, ticket or not.
