It just sits in line between the distributor and the ECU. Whenever the timing pulse drops below the frequency corresponding to the correct idle speed it starts sending the output to the ECU earlier than it's actually hearing from the distributor, thus in effect advancing the timing. The slower the frequency the more the advance up to some limit.
