A #54 drill will give you the correct size hole. Drill almost completely through with a larger drill, then go from the other end with the #54. I can make you one in brass if you need - pmail me.

The restrictor up at the throttle body is harder - the hole is only .006, half the size of a #80 drill. To make that at home I think would involve molding epoxy around a .006 wire. But it's still available - 025 129 420.
