Yes, it does. It's internally fixed at 750 for the Federal and 850 for the California stabilizer units. If the engine (and hence the distributor pulses) slows below that figure the unit artificially advances the pulses that it passes on to the ignition unit. You can watch it happening, just put a timing light on a 1.9l that has the idle stab connected and switch on some electrical loads.
