This "normal" reading of yours is too low and indicates a problem of some sort. Waterboxer temp gauges at normal with engine warmed up should read with the needle touching some part of the led. The needle should move little from that point on, uphill, downhill, slow traffic, whatever. Large movements indicate a problem. To high or too low of a reading indicates a problem. Many of our vans have problems.
