I recently had a defective rack that I had to replace for a customer because it was not working correctly. It was stiffer than the old one (although it didn't leak). Another source of stiffness can be the u-joint that attaches to the rack. It can start binding up and causing problems. I would check that, and if that seems fine but the steering is stiffer than it should be then it could be the rack itself.
