The panel indicator has no power unless the key is on so that's normal.

Look at 97.21, track 61. The emergency switch has two power input terminals, red/white from the 30 (always on) circuit and black/blue from the 15 (ignition switched) circuit. When you turn the switch on it feeds power from the 30 terminal to the flasher relay drive the 4-ways. When it's off, it feeds from the 15 terminal so the turn signal switch on track 62 can activate one side or the other. The PO has connected the 15 terminal to the 30 circuit for some reason, or else the emergency switch is broken and always taking power from the 30 terminal.
