If one makes an item, that is the same or very similar in function and
appearance to original design, is this *generally* considered a
copyright infringement?

Certainly if you intend to sell your item commercially,  that is already
patented by someone else.
If you just make one for your own personal use ..
I don't think you're in much trouble there.
