I can't imagine not unplugging any power drill before changing bits.  for any power tool, I always unplug it when making any adjustments or changes.  Who knows whether I might hit the trigger without intending to?  Just a reasonable precaution, and not a "......... go so far as.......... " so far as I am concerned.
