In the vanagon, the amount of heat is controlled by the valve which adjusts the amount of hot coolant flowing through heater core. Where the heat comes out is controlled by the flaps. Over time the valve stops closing fully no matter how well it is adjusted. I've been dealing with that "feature" since my '76 Scirocco. It's probably the same valve. When I pull my dash I'll replace mine. For now the summer shutoff works for me.

Is that valve in the photo below by the rad fan? That looks hard to get to.

The heater hose I put my valve in is the long one that connect to the metal pipe that comes from the water pump and heads over to the Thermostat housing. Shuts off flow to both heaters but does not affect the system otherwise. Another place I looked was under the sliding door area. I have one of those Prestone coolant flush fittings in the heater line there. Thought about putting a valve there it would be easier to get to but would only shut off the front heater.
