Bill,

Now that you have a grip on the wheel, so to speak, did you check the condition of the horn ring? The ring and contact finger typically wears and can become an issue. At minimum, the ring should have a bit of dielectric grease applied.

Should you ever have need to replace the horn ring, be sure that you check the center of the plastic ring portion and make sure it matches the original. I recently replaced mine with a genuine VW part, with genuine and proper VW part number on the part, only to find that there was a spacer in the part that was not in the original. It was not something that was readily noticeable and I jumped through all kinds of hoops tring to figure out why my steering wheel would fit right when it was put back on. It would ground againd the horn ring and make the horn sound the minute the ignition was turned on. David Beierl spent a lot of time with me trying to figure that one out. Turned out that VW had added a shoulder on the inside of the plastic part of the ring that acted like a spacer. It shouldn't have been there, but it's presence would not let the Steering wheel seat properly. Once discovered, I swapped the metal part of the horn ring from the new part over into the old pastic part without the shoulder. The swap was successful!! But what a pita the whole process was. So, i'm just saying, be aware.
