Yes.

In particular, with a typical worn throttle body the switch may behave differently with the engine running, so you really have to do your final check with the motor on.

But if you have to adjust the switch, do yourself a favor and remove the throttle body so you can thoroughly clean up and lube the switch before trying to adjust it. The adjusting cam is made of aluminum or zinc which will freeze in place in the steel base plate, and you'll wreck the hex socket if you put any pressure on it. Be aware that the adjustment may well shift when you tighten the clamping bolt.
