Had this problem on a friends I4 powered vanagon a few months ago. Repeated cranking with plugs removed would not create any pressure. Finally I made a drive shaft to fit into distributor drive hole (dist. removed). Spinning the driveshaft with power drill turned the pump and made oil pressure almost immediately. Pic of gizmo attached. It need not be as fussy as my version, no need for HDPE collar/bushing.
