Now that's a different question. In the engine it was originally installed
on the turbo will provide full boost at whatever VW documents. But install
the turbo on another engine and all bets are off.
This is because a turbo is a air pump with a set capacity blowing air into
another air pump (the engine) that's drawing in air from the same space that
the turbo is filling. Install the turbo on a engine that pumps more air and
it can't produce as much boost.

yeah, that's the idea.
But I'm not asking about my [long gone] 02 Jetta. I'm asking about the
AAZ turbo.
Does anyone know to what altitude the turbo will provide full rated
sea level boost?
