there is a cover plate gasket on wbxr oil pumps.. a very very thin one. they probobalby say to install it dry .. I spary a very very light coat of spray high tach gaske sealer on both sides.

is the oil filter pre-filled. ? what happens when you remove the oil filter can crank the engine .. does oil come gushing out rather copiously ..? that's a good sign if does.

it's hard not to have drive to the oil pump in a waterboxer engine. if the can turns. and the gear with the drive dog on it is enaged in the end of the cam .. the oil pump 'has' to be turning.

I had one weird 'no oil prussure thing' . bought a dead diesel vanagon with no cam or starter. they guy said, that engine will run with those two parts put back on. I grabbed 'some diesel' camshaft without too much though. no oil presure , no oil pressure etc.. measuring at head. check oil pump, pull head to check oil passage.. tried everything.. finally somehow figured to check the oil clearance at the cam bearings. Oil clearance at the cam brgs is supposed to be .015 inch .. 2 thou max. I had about 7 thou, measured with plastigue. perhaps that was a 1500 cam .. I always keep 'the cam' with 'its head.' they should be kept as a matched pair really.

not saying it's your issue.. just the kind of thing consider. the cam brgs are inside the case of course , not accesible without splitting the cases.. so it better not be that !

frequently I see 'rebuilt VW engines and I am looking at the details on the outside.. and a few times ( no reflection on the original poster ) ... I have said ........'well, if the insides are assembled as poorly as the outside stuff is .. not good.' and I've seen an engine like that throw a rod a week later.. like the rod bolts were never tightened properly.

so ...do mentally review each tiny step of the engine rebuilding process.
