How old is the master cylinder ? it's possible to have internal leaking between the two parts of the mc ... causing what you describe.

or ...bleed it again. or ......using a manual pedal method to bleed the system will tell you if the MC is pumping air or not. If it is.. the MC is bad. Booster unlikely ....though consider that and there is a basic function test.
