Rocky There is no timer or clock. On the AC, when it is turned on, there is an electrical connection routed through a relay (and perhaps a sensor, I don't have the track diagram handy) that tells the valve to allow air when the rpms fall below a certain cut-off in the rpms to maintain the proper idle. That same relay (I believe) also activates the radiator fan as well. With the Power Steering, there is a sensor in the lines that detects an increase in pressure when the steering is moved at/or near the normal idle rpm that tells the valve to allow air.
