The problem with your proposed approach is that your 1.6L block is designed for indirect injection, with offset prechambers and pistons configured for this offset flame-front. TDI engines are direct injected, and thus have no separate prechambers. The pistons are completely different. I don't think there were any direct injection pistons made with 1.6L bores. I believe you can bolt a 1Z/AHU TDI head onto an 1.9L AAZ block, if you also swap in the pistons. That's the long way around an answer to your question--no, you can't
