Our rebuilt AFM's come from a small U.S. Bosch fuel injection specialist that I have used for many years. Their DOA rate is about equal to that of the new Bosch units, which is to say practically nonexistent. Really the only difference between these and a new one is the price. That being said, a defect would not be an impossibility, even if improbable. If your friend is concerned, we can certainly arrange for him to send the unit directly to the rebuilder to be bench tested (and exchanged if necessary).
