I had similar issues with mine. The key clue to me was the amount of rust that would come out of the fuel filter when I changed it. A new tank and 3 hours of my time fixed it. When I looked at the old tank, the outside was clean and rust free, but the inside was rusty along all of the edges where the internal reinforcements were. All of that crud would work loose and clog the fuel filter.
