If you've had the same problem with two different grease caps, I'd say the problem is with your hub. Just a guess.

In trying to make modern-sized grease caps fit some old trailer hubs, I have mounted the caps in a vice and pried the circumference of the cap edge slightly outward with a pair of pliers, slowly working my way around the cap. The result was a nice snug fit, as long as you begin with something reasonably close.
