I heard back from GoWesty and here is their response regarding repainting
their bumpers:
"The coating we use on them is a satin wrinkle-finish powder coat. You could
have them recoated, but I agree that the best option for you would be to
have them covered with a bed liner product. That will be simple, durable,
and will stick to the old coating nicely."
