First of all, that hourly rate is 3rd World Country...... VERY low. I'd take the van/engine back to the shop that did the head rebuild. To few miles to be having the kind of noise you are, to be "normal". Wondering if you are in fact having lifter problems, which would sound the same as you are describing.
