I hate to ask, but your VOM is set to the correct range?

Hard to imagine seeing 15 VDC however.

My analogue clock is supplied by B+ (no voltage regulator involved) so voltage at clock should be the same or close to voltage at battery.

Check what voltage you see at the + connection of the 14 pt connector to cluster. If you see battery voltage there, then maybe it's a ground issue?
